You have to create a program adding the zone, the time frames and the days you want to water. 

For instance: Program 1

Zona 1

From 9:00-10:00

From 13:00-14:00

From 18:00-19:00

And check Monday, Wednesday and Saturday. 

The two frames only means that available watering time will be split into two intervals. The frames are not actual programs that will trigger any watering. You will need to create a manual program to run at each time you want to water, within the configured frame. If you’re using smart zone, and don’t see any watering in the second time frame, the smart program exhausted the watering needed.
